Unable to connect...

I've been trying to use team viewer on an iPhone 5c it keeps giving me an error message that says "unable to connect partner could not be established at the given address" I've tried many times I don't know what's going on... The only thing I can think of is my phone dosen't have a line anymore cause I didn't pay the bill, could that have anything to do with this, please help?

no data connection then no Teamviewer, so yes, not paying the bill will be an issue
