Installation of v15 freezes before completion

I use the free version as a hobby to help friends with their PC issues. On a PC with a fresh installation of Windows 10, installtion of TeamViewer 15 installation freezes at the same step every time.

"Please wait while TeamViewer is being installed.
Rename: C:\Program Files (x86)\TeamViewer\x64\TeamViewerVPN.sy_"

I can cleanup all traces of the failed install, try again, and fail again at the same step.
Any ideas on how to solve this?
