Title: another newbie question

Hi all,
Just installed the full TV9 on my laptop and the TV host on my webcam laptop with a non functioning screen.  This is for personal use.  Wondering what the benefit of creating an account is.  Do I need to have an account to access the webcam laptop? Would I be able to use the account to access the webcam laptop from a computer that didn't have the TV software installed?  Like a public computer at the library.

If I wanted to access a remote computer (with TV9 host installed) from a computer without any TV installed,  how would i go about that?
Let's say I'm at the public library using one of their computers. 
Would I need to run the set-up application and select "One time use"?  I would think that public computers, like those in the library, would be set up to not allow any outside software to run.
