Title: Implementing Access Control on domain environment

I need to prevent *all* users to create outbound connections. So, I’m looking for a solution on Windows Registry, but, so far, I wasn’t successful creating the correct key on HKEY_LOCAL_MACHINE.
Where am I supposed to create "AC_AllowOutgoingConnections"=dword:00000000 ?

TeamViewer 6;
Windows 7 64bits and Windows 8.1 64bits;

I use a firewall setting to achieve that
