I am trying to connect to a Windows Vista SP2 64-bit computer over the LAN with a Windows 7 SP1 64-bit computer. I can connect fine over the Internet, but when I use the IP address, I get "Partner could not be contacted at the given network address." I'm "guessing" it's a firewall issue. The Vista computer is using the Windows firewall. The Win7 computer is using AVG Ultimate. Any ideas?

P.S. I have verified the IP address of the Vista machine. Also, I cannot ping it either.

Assuming both are behind a NAT firewall router (ie any normal ADSL modem router) then just disable the windows firewall to test if that works.
If that works then re-able the firewall and allow ALL traffic from the other LAN IP

Thank you for the response. I disabled both firewalls with the same result. Still could not connect. "A connection could not be established. Partner could not be contacted at the given network address." Any other suggestions?

Can you access shared resources, ie printers or file shares?
Are you using wifi or cables to connect both computers to the LAN?
If wifi do you have AP isolation turned on in your wifi modem router?
-
Thank you again for replying.
I changed all sharing options to on for both computers and turned off both firewalls (for testing).
The Vista computer (the one I'm trying to connect TO) can access shared items on the Win7 computer
The Win7 computer CAN NOT access the Vista computer.

Check this:
•Windows Vista by default does not allow simple file sharing. Access to shared folders, including the public folder (if shared), requires a user name and password.

Something is wrong with TV, I cannot connect to any computer , "Reason unknown".. I've been using TV for 3+ years, same router, Windows 7, nothing has changed. No firewalls, nothing. What is going on?

I had the same problem, changed the setting in firewall (check both boxes, private and public), restarted the computer and worked.
