cannot start teamviewer when use another user in Win XP

I cannot start teamviewer when use another user in Win XP
the teamviewer  show yellow color dot at the left bottom , it always say "Teamviewer is Starting"
and it ask me do i need to use proxy
and it say I should check my internet connection

I have used teamviewer successfully when using old user

I Suppose there are some .dll or file should be copy to the new user folder(Document and Settings)

Can anybody tell me how to solve my problem
