Cannot WOL a dual-booting PC (Win 7 and 10 Pro 64-bit)

My remote (host) PC at home is a Dell Optiplex 7010 with 16GB of RAM dual-booting Win 7 Pro SP1 64-bit and Win 10 Pro 64-bit.  TV for unattended access is installed in both OSs.  When the machine is on (either Win 7 or 10), I can access it from work very nicely using TV portable at work.

However, if my home PC is off, the WOL feature in TV does not work.  I cannot turn that home PC on remotely.  Yes, both TVs are configured to WOL, and the BIOS is configured correctly, etc.

I have two other PCs at home on the same home network, both running Win XP Pro SP3 32-bit, single-booting only, both with TV for unattended access (TV always on).  The WOL feature in their TV works fine - I can wake up either of those XP machines from a distance.  And I actually leave one of them on all the time - it's the one designated as the "source" PC for the WOL in the new dual-booting Win 7 + 10 PC.

But the WOL in the new dual-booting Win 7 + 10 PC simply doesn't do a thing.  That machine stays off.  Why-o-why-o-why-o?

I was never able to get WoL working.  In my case, I have a MacOS box and another Windows box that cannot wake up with TV.  But, I have no problems using my router's WoL function, or a WoL program.  There's a Window box that's always on but even when I had more than one box on at the same time, this never worked.
