fully offline connection between windows 7 and rpi

Hello everyone.
Recently I've been using teamviewer for controlling my robotics projects on my raspberrypi, and I've run into a little problem. I often use a hosted network on my laptop to control my rpi via SSH while I'm doing some fieldwork away from accesable networks. The problem is that even while I have my rpi teamviewer configured for lan use I cannot start the client on my pc without an internet connection. I now have to first use a hotspot on my mobile phone to start teamviewer on the pc and use the local ip of my rpi to connect and control it. After I've been connected I can turn off the mobile hotspot. Is there anyway to use teamviewer locally without needing an internet connection?
