IP address when connecting Smartphone to "LAN exclusively"

Windows/Android/WiFi related query.....

Netgear DG934G Router with User-Defined LAN IP configuration as stated below
  • Device#1 = Windows XP Desktop set to "LAN exclusively" (assigned IP 192.168.0.19)
  • Device#2 = Windows 7 Laptop  (assigned IP 192.168.0.3)
  • Device#3 = Android Smartphone [mobile data is OFF] (assigned IP 192.168.0.22)

Apparently, TeamViewer for Android is not 'localised' when connecting over LAN (via WiFi)
  • Connect Device#2 to Device#1 (WindowsOS->WindowsOS) - incoming IP @Device#1 is correct (192.168.0.3)
  • Connect Device#3 to Device#1 (AndroidOS->WindowsOS) - incoming IP @Device#1 is curious (21.19.16.64)

IP Lookup of 21.19.16.64 returns as DoD Network Information Center

So I get that TeamViewer still 'tunnels' into target devices, even over LAN.. but if Windows can do it 'locally', why doesn't the Andriod app do the same?
& what's with the DoD IP address anyways?
