How to stop broadcasts/muticasts?

Any way to stop any broadcasts / multicasts coming from / going to the tv vpn adapter?

Routing is supposed to stop all such, but it seems some unnecessary / irrelevant traffic is still going over the link.

e.g. 224.0.0.2 - may be a router solicitation for its neighbours, but nothing has any business soliciting neighbours up that pipe. It's got a gateway, and that's all it needs to know. And vice versa. e.g. Zero igmp packets should be floating around to / from this machine. (Win 7 desktop.)

Yes even for these they can be stopped via firewall or peer block, but better they don't start at all.
(Already blew my monthly limit by accidentally leaving a bridged OpenVPN up for a few days, don't need this stuff adding to that.)

Thoughts / suggestions?
