cannot connect to remote computer

OK I will try to give you as much info as possible.
First off we had installed v8 with unattended access. This worked fine for about a year. Recently all we got was waiting to connect from my laptop.
I walked my friend through installing v9 which did not fix the issue, he is disabled which is why we did this to start with. I then went over to his apartment and used IObit uninstall to remove any added programs/toolbars that were installed since the last time I was there. We still were not able to establish an incoming connection but we could establish an outgoing connection.

I contacted Teamviewer tech support and they suggested uninstalling again. We used IObit uninstall to remove v9 from both computers. Reinstalled v9 still no connection. We then tried Revo Uninstall to remove v9 and reinstall. We still could not establish a remove connection to the desktop, we just get awaiting connection not that the pc is offline. We still able to establish a remove connection to my laptop.

What services should I check for? I checked the windows firewall and teamviewer is listed as an exception.
The pc in question is running windows 7. We have tried a windows 7 laptop and a windows 8 laptop (neither connect to the desktop). While sitting in the same room as the desktop in question we briefly see the hourglass spin when you click connect on the remote but we never get the response and connection.

Any thoughts would be great.
