Upgrade didn't copy over settings and passwords

I recently upgraded from TV8 to TV9, and when I did so, I found none of the settings were copied over from the old version.

I had to tell it my TV account name and password, had to reenter my static password, had to tell it to not generate a random password, and all the other settings too.

Is this normal? In which case I have to condemn the TV programmers,
or maybe I did something wrong? I ran the TV9 setup in admin mode (like I did the TV8)
